Marc Zocher, PMP, has joined PMForum.org as an International Correspondent in Washington State, USA. Mr. Zocher is also Executive Vice President of TLI Solutions, Inc., a technology and management services firm based in Golden, Colorado. The company provides management, strategic and technical services for various branches of the US government.
Mr. Zocher has a Bachelors of Science (B.S.) degree in Geology from New Mexico State University in Las Cruces, New Mexico, USA and has taken MBA courses at the University of New Mexico. He is also a graduate of the Artificial Intelligence, Expert Systems and Robotics Program from the Knowledge Systems Laboratory of the University of California.
Marc has twenty-four (24) years of experience on environmental, industrial, energy, and government related programs and projects, with specific expertise in systems architecture, information technology, training, research and development, cost engineering, and project management. Prior to joining TLI, Mr. Zocher was the founder, President and CEO of Morphic Corporation, a professional services and consulting company. He is former President of Rio Indigo, Inc., a software development company and is a member of the board of directors of Longenecker and Associates, Del Mar, California.
Mr. Zocher has expertise in the areas of business modeling and project planning, integration, cost estimating, and problem solving. He previously served in a lead consulting role for Informatics Corporation with assignments to the Boeing Airplane Company. He was responsible for worldwide business and systems architecture models for the Boeing Commercial Airplanes (BCA) program and the Joint Strike Fighter (JSF) Military Program.
Mr. Zocher previously served as Vice President of a high-end professional services firm with responsibilities for safety, risk assessment, environmental management, and information systems with emphasis in the U.S. Government market. He held primary responsibility for providing solutions to the U.S. Department of Energy, U.S. Department of Defense, and commercial clients. Mr. Zocher was also responsible for managing the Richland, Washington office and Washington, D.C. location. He is also a past member of the Board of Directors of Jason Associates Corporation.
Some of his project experience has included the following:
- Senior Project Manager for the environmental restoration baseline development contract, Los Alamos National Laboratory (LANL) for which he was awarded the LANL Team Distinguished Performance Award for successfully completing the environmental baseline project through the DOE approval stage.
- Lead responsibilities for major cost estimating efforts including the Yucca Mountain No-action alternative (estimating storage of spent nuclear fuel at 109 commercial nuclear facilities and four Department of Energy sites), and the Hanford vitrification privatization fair government cost estimate for the U.S. DOE.
- Senior member of the Management Solutions Division with direct support to Boeing Commercial Airplanes (BCA), Renton, Washington. He also provided support to Duke Engineering Services Hanford (DESH), and Babcock & Wilcox, Inc. on cost estimating and baseline development projects at Hanford, WA.
- Cost engineering and strategic planning support to the Industrial Engineering Tooling Group for 737/757 Tooling at Boeing Commercial Airplanes company. He developed a zero-base program for I.E. Tooling and assisted in reducing overall tooling costs by $6 million annually. He was awarded two certificates of achievement for both the zero-based effort and development of the 1999 Business Plan in a team environment.
- Developed basis-of-estimate templates and trained support personnel in the DOE Spent Nuclear Fuel (SNF) Project for DESH under contract to DOE Richland.
- Support contractor to the Human Systems Center/Strategic Planning Group (HSC/XRE), Air Force Materiel Command (AFMC), in the area of cost management for environmental, safety, and occupational health.
- Senior Pollution Prevention Engineer for the U.S. Air Force Telemedicine Program, along with senior technical responsibilities in the Compliance Through Pollution Prevention (CTP2) Program. He was responsible for the overall project management strategy and operations planning in the multi-billion dollar Telemedicine Program.
- Senior consultant services including financial modeling and cost estimating of the No-Action cost of the Yucca Mountain Environmental Impact Statement, senior reviewer of the Viability Assessment (VA), and lead estimator for the Yucca Mountain EIS. He was responsible for technical reports, senior briefings, and program position papers for the DOE Yucca Mountain Project Office.
- Technical and consulting assistance to the Earth and Environmental Sciences (EES) Division of the University of California at Los Alamos National Laboratory. He pioneered the use of activity based costing in waste management and environment, safety, and health for U.S. Department of Energy on assignment to DOE Headquarters, Germantown, MD.
- Developed the guidance in use today for effectively costing and managing operations funded waste management process plant activities at DOE sites across the United States. He developed expertise in environmental, waste management, and safety areas and managed the gels barrier technical demonstration project.
- pecial studies including the plant, personnel and equipment process review for Pacific Northwest National Laboratories (PNNL). He developed product-based solutions to client problems, including the ArgonautTM Project Navigator System software, and Highway Access Limitation Technology (HALT) (patent pending).
- Acquired and managed the Tank Waste Remediation System Privatization Program contract, and provided senior consulting lead for estimating and financial planning of the government cost estimate for this multi-billion dollar project. He managed twelve other projects in nuclear, research, change management, re-engineering, environmental, and activity based costing areas in California, Idaho, Virginia and Washington states.
For a project estimating, scheduling and controls consulting company in the United States, Mr. Zocher was responsible for opening, staffing, and maintaining two regional and one project office as the Western Operations Manager. He was promoted to Vice President based on leadership, customer retention, and quality of technical services.
Marc is a member of the Project Management Institute (PMI®) and a certified Project Management Professional (PMP). He was a volunteer member of PMI’s Organizational Project Management Maturity Model (OPM3) project team. Past certifications include the Certified Cost Consultant (CCC) and Certified Cost Engineer (CCE) through the Association for the Advancement of Cost Engineers (AACE) International, and the International Cost Engineering Council (ICEC). Mr. Zocher previously served as Past President of the New Mexico Section, AACE, and Vice President for Education, Columbia Basin Chapter of PMI.

Washington is a state in the Pacific Northwest region of the United States. The state is named after George Washington, the first President of the United States. Washington is the northwesternmost state of the contiguous United States. Its northern border lies mainly along the 49th parallel, with the Canadian province of British Columbia to the north. The 2005 total gross state product for Washington was $268.5 billion, placing it 14th in the nation. The per capita income was $42,702. Significant business within the state include the design and manufacture of jet aircraft (Boeing), computer software development (Microsoft, Amazon.com, drugstore.com, Nintendo of America), electronics, biotechnology, aluminum production, lumber and wood products (Weyerhaeuser), mining, and tourism. The state has significant amounts of hydroelectric power generation. Significant amounts of trade with Asia pass through the ports of the Puget Sound. Washington is also a leading agricultural state, with the total value of agricultural crops for 2003 at $3.8 billion, the 7th highest in the country.
