Dr Martin Barnes,
President of the
Association for Project Management has been
honoured by HM The Queen. In the Birthday Honours List, Dr Barnes has been
awarded the CBE, or in the words of the formal announcement,
'To be
Commander of the Civil Division of the Most Excellent Order of the British
Empire'. The CBE is awarded to those who play a conspicuous leading role in
national affairs, through achievement or service to the community or making a
highly distinguished, innovative contribution in his or her area of activity.
Dr Barnes has been responsible for a number of developments in
project management technique now widely used. One of the better known is the New
Engineering Contract (the NEC). The NEC is the only standard contract system to
be designed to stimulate application of modern, collaborative project management
techniques around all the organisations involved in a project and to shrink the
likelihood of disputes. It is in use on major projects world wide.
Martin Barnes has advised many of the largest businesses and other
undertakings on project management and other matters, both in the U.K. and
elsewhere. He specialises in the human aspects of project management, contracts
and risk management. His recent work has included risk management in the
decommissioning of nuclear installations and constructing major chemical plants,
introduction of project management into the financial sector, managing projects
for new railways and project management of a major racecourse development. Dr
Barnes has helped introduce project management into new areas including making
television programmes, auditing and the development of IT systems. He has
investigated the management of many projects including acting as adviser to the
National Audit Office on two investigations into major public sector projects.
He has been a project management adviser to the World Bank and other
international lending agencies.
Martin Barnes is President and a former
Chairman of the Association for Project Management, the professional body for
project managers in the UK. He is a former Chairman of the Council of the
International Project Management Association. He was Executive Director of the
Major Projects Association from 1997 to 2006. He is a founder member and has
been a council member of the Society of Construction Law. He is an associate
fellow of the Saïd Business School, University of Oxford. He is a recipient of
the Chartered Institute of Management's Special Award and of the Institution of
Civil Engineer's Watson Medal, President's Medal and Spirit of Telford Award,
all for his personal contribution to the development of project management
methods and techniques. He is a fellow of the Royal Academy of Engineering.
