Indian National Project Excellence Award Announced at 17th Global Symposium in New Delhi
Project Management Associates (PMA) and the Centre of Excellence in Project Management (CEPM) have announced the launch of a new National Project Excellence Award for India. The announcement was made at the 17th Global Symposium 2009 - Managing Projects, Programs & Portfolios - held during 14-16 December 2009 at the Hotel Hyatt Regency in New Delhi, India. The symposium was organized by CEPM and PMA, the Indian national member of the International Project Management Association (IPMA). The new National Project Excellence Award (NPEA) was described in a presentation by CEPM director Ruchira Jain on 16 December at the symposium in New Delhi.

According to Mrs. Jain's presentation, the new NPEA will be public, private, governmental (state and federal) and non-governmental organizations. The NPEA will be intended to promote excellence in managing projects and will enable Indian organizations to compare their relative performance on a common multiple score card.

Four categories of awards, based on turnover, will be recognized, with two awards in each category: A President's Award for Excellence in Project Management and a Prize for Significant Improvement. Categories for prizes will include organizations with the following annual turnover:
  • Less than Rs.50 Crores - company must be in existence for three years and have completed at least one project
  • Rs.50 - Rs.500 Crores - company must be in existence for three years and have completed at least one project in last three years
  • Rs.501 - Rs.5000 Crores - company must be in existence for six years and have completed at least one project in last three years
  • Above Rs.5000 Crores - - company must be in existence for six years and have completed at least one project in last three years
Based on both the European Foundation for Quality Management model and the IPMA Assessment Model for Project Excellence, the NPEA will include measures against five criteria in each of two categories: Drivers and Results. Among the drivers are leadership, project objectives, people and organizations strategies, partnership and resources, and processes. Among the results criteria are customer results, people results, partners and other parties results, society results, and key performance and project results. Sub criteria in each category will also be used to evaluate entries. Total points will be based on 500 (drivers) + 500 (results) = 1,000 total.

Procedures for Indian organizations includes the following steps: Request for Application; Letter of Acceptance to participate; Application submitted; Assignment of 4-5 "assessors" to the project; Site Visit by assessors; Jury Selection; Award Presentation. During her presentation, Mrs. Jain stated, "Project management is truly becoming a discipline in its own right. Today's business is transacted through projects. Indian companies need to leverage their competencies to world class levels. To bring about a qualitative change to the way projects are managed in India, it is desirable to foster a competitive spirit among owners and contractors to compete for a coveted National Project Excellence Award."

Mrs. Jain added, "China has submitted multiple candidates for IPMA's International Project Excellence Award during each of the last five years, and has won three times. It is time for Indian companies and projects to compete more seriously for this global recognition."

The 17th Global Symposium in New Delhi was organized under the Chair of Mr. B K Chaturvedi, Member, Planning Commission, Government of India, who was also the Chair of PMA's 2009 International Advisory Committee (IAC).
