Project Management Associates (PMA) and the Centre of Excellence in Project Management (CEPM) have announced five new honorary Fellowship Awards at the 17th Global Symposium 2009 -
Managing Projects, Programs & Portfolios - held during 14-16 December 2009 at the Hotel Hyatt Regency in New Delhi, India. The symposium was organized by CEPM and PMA, the Indian national member of the International Project Management Association (IPMA). The 2009 Fellowship Awards were announced by CEPM director Ruchira Jain on 14 December at the 17th Global Symposium.

- Mr. Sarthak Behuria, Chairman and Managing Director, Indian Oil Corporation, Ltd., India's flagship national oil company and largest commercial enterprise with US$62.03 billion turnover for 2008-2009. Under Mr. Behuria's chairmanship, IOCL has been transformed into a major diversified, transnational, integrated energy company. He is also Chair (part-time) of group company Chennai Petroleum Corporation, Ltd, besides heading IOT Infrastructure & Energy Services, Ltd. He is has been President of the World LPGas Association since 2008, the first Indian to head that global body. He holds an Honorary Fellowship from the Energy Institute, UK, and holds the Honorary positions of Chairman of the Petroleum Federation of India (PetroFed), and Chairman of the Council of Indian Employers. He has been named one of the top 10 most influential oilmen in India by Upstream, the acclaimed international oil & gas journal. He was conferred the prestigious "SCOPE Award for Excellence and Outstanding Contributions to Public Sector Management - individual Category" for 2006-2007. Mr. Behuria is a graduate of St. Stephen's College, Delhi and the Indian Institute of Management.
- Shri Partha S. Bhattacharyya, Chairman and Managing Director, Coal India Limited (CIL), the largest coal producing company in the world. CIL produced 361 million tonnes of coal during fiscal year 2006-07. At CIL, he has spearheaded the introduction of "Integrity Pact" to promote transparency, equity, fairness and speedy decision making for high value procurements. Prior to CIL, he was Chariman-cum- Managing Director of Bharat Coking Caol, Ltd. (BCCL). For his outstanding achievements as CMD at BCCK, he was bestowed the "Chief Executive of the Year 2005" Award by the Indian Institute of Materials Management. Mr. Bhattacharyya is past graduate in Physics from Jadavpur University and a Diploma in Basic Finance from ICFAI. He is also a Fellow of the World Academy of Productivity Science (WAPS).
- Mr. Gary E. Christle, Senior Staff Analyst, Center for Naval Analysis (USA), where he has provided superior analysis and reports on defense headquarters reorganizations, project office organization, program manager training, acquisition metrics, balanced scorecards, earned value implementation and risk management for executives. Mr. Christle retired from US government federal services in 2000 as Deputy for Acquisition Management, Office of the Under Secretary of Defense (Acquisition, Technology and Logistics), US Department of Defense (DoD). During his career at DoD, he was responsible for DoD Acquisition Policy as embodied in DoD 5000 series documents. His responsibilities included Defense Acquisition Board Executive Secretary, establishment of Acquisition Program Baselines and supervision of the monthly Defense Acquisition Executive Summary process for monitoring cost, schedule and technical status of all major US DoD acquisition programs. He was responsible for policies regarding contractors' cost and schedule control systems (earned value management systems) and was a member of the DoD Cost Analysist Improvement Group. He is one of the world's preeminent earned value management experts. Gary Christle is a distinguished Military Graduate of Northeastern University in Boston, has an MBA from George Washington University in Washington, DC, and has received numerous awards and citations during his career. He holds a DoD level III certificate in project management and an Honorary Professor at the US DoD's Defense Acquisition University.
Photo: Mr. Christle's Fellowship Award was accepted on his behalf in New Delhi by Wayne Abba, a long time associate of Mr. Christle. Mr. Abba was also a keynote speaker at the 17th Global Symposium in New Delhi.
- Mr. Ajit Gulabchand, Chairman and Managing Director, Hindustan Construction Co. Ltd.(HCCL), India, since 1983. HCCL has executed a majority of India's most challenging infrastructure projects, having constructed over 25% of India's hydro power and 50% of India's nuclear power projects. Major HCCL projects include roads and expressways, tunnels, bridges, dams, barrages and India's first and longest open sea cable-stayed bridge in Mumbai. Mr. Gulabchand was conferred the Infrastructure Leader Award for 2009 by CNBC TV 18, and was an India industry representative at the UN Summit on Climate Change in September 2009. He is also President of the Construction Federation of India (CFI), a member of the Confederation of Indian Industry's (CII's) National Council, and Chairman of CII's National Committee on Construction & Projects. He is a member of the Steering board and Governor of the Engineering and Construction Community at the World Economic Forum (WEC) , Geneva, and a founding member of the Disaster Resource Network in collaboration with the WEC, Un and International Red Cross. He holds or has held other significant roles and positions, both within India and internationally.
- Mr. Satnam Singh, Chairman and Managing Director, Power Finance Corporation (PFC), India's leading Power Sector Public Financial Institution which provides funds and non-fund based support for the development of the Indian power sector. PFC provides financing for thermal and hydro power plants, power transmission and distribution projects, power plant renovations and modernizations and other projects, including renewable energy. Under Mr. Singh's leadership, PFC has been transformed into a global company recognized for its size and performance. Mr. Singh has won numerous major awards, recently including "Distinguished Fellowship Award 2009" from Institute of Directors for outstanding contributions to business and society, the "Bharat Shiromani Award 2009" from the Honorable Governor of Orissa Shri M. C. Bhandare, organized by the Shiromani Institute; the "India Power Award 2008" from India's Council of Power Utilities; and "KPMG Infrastructure Today Award 2008".
