Graham Shreve, P3O® trainer for Maven says
"For
me P3O offers many different pragmatic viewpoints and perspectives on
what function and services need to be provided to the organization. Not
only does it address the challenge of "doing the right programmes and
projects" and "doing programmes and projects right", it is the "glue"
that joins up programme and project management to the organizational
strategy and decision making. P3O training and qualifications are not
just a demonstration of knowledge, but professional credentials for
people involved in Programme and Portfolio Offices."
It is
impossible to make effective business decisions unless you have
accurate and reliable information. To meet today's headlines of cost
cutting and the need to bring greater benefits from every project every
large change must have the right support to be sure that plans are
effective, the work is delegated and progress is monitored and
controlled.
Many businesses and public offices set up a
Programme or Project Management Office, however the expected
improvement in results do not always naturally follow. There are many
aligned capabilities and skills that staff need plus other
organisational factors that contribute to an effective Project
Management Office (PMO). The very fact that a PMO has been established
is often seen as the implementation of governance. It is easy for a PMO
to concentrate on simply reporting, however it can add true value to
the organisation.
The PMO itself needs to be supported within
the organisation by a strong management team who are able to set
strategic goals and give the PMO the guidance and leadership it needs
to be able to achieve those goals.
How is P3O® essential for Corporate and Portfolio Senior Management to achieve strategic goals? Setting
clear objectives is essential for success. To have the confidence that
those objectives will be met, you need to know the structure is in
place to deliver information on the progress of those objectives. When
setting up a project office it is important to put in place the
techniques for staff to have the capability to not only monitor project
progress, but also to give the information needed to make business
decisions.
The P3O® course starts by giving you the techniques
to assess if your PMO needs governance, to look at what it will add to
your bottom line and overall organisational performance. It looks at
how implementing P3O® will enhance and improve the effectiveness of
programme and project delivery and which change management techniques
are suitable for your PMO. Each organisation is unique and needs to
have the best model in place to achieve its objectives. Once the
suitable model has been identified a plan is needed to implement the
right P3O® model for your P3RM maturity, a strong sponsor must be in
place to champion the implementation of your PMO.
How do P3O® help SROs, Programme Directors and Programme Managers meet organisational objectives? The
planning process must be carried out by looking at existing provision
for project support. Is it necessary to set up a permanent P3O® office
or is a temporary office suitable to support a short to medium term
project? The P3O® course helps you to decide the following:
- How do I set it up?
- How big should it be?
- What roles do I need?
- What should it look like?
- How will it add value?
An
P3O® office needs to have organisational commitment to be successful.
It needs to have clear lines of reporting, a defined function or
service ownership and will need to communicate at Portfolio, Programme
or Project levels. The P3O® gains organisational buy in by showing that
it will give useful and intuitive information which help its internal
and external stakeholders to make effective business decisions.
How
does P3O® help the Portfolio, Programme or Project Office Manager set
up and implement an effective Project Management Office? An
effective P3O® relies on effective staff, who must have a clear vision
of the objectives of their office. Staff must know what functions and
services the office provides and why they are important to the success
of the programmes and projects it supports. A clearly defined role
profile for each member of staff helps them to operate well and work
together effectively and efficiently.
There are many
techniques available that help the PMO deliver invaluable information
for example management dashboards and business process swim lanes. Your
organisational needs will be unique, deciding what information to hold
and disseminated is discussed as part of knowledge management. It is
also very useful for the Office Management to know were to go to learn
more about the standards that the P3O® uses and the techniques that
will help them day to day.
