Academic Advisory Council

The PM World Today International Academic Advisory Council consists of representatives of some of the world’s leading universities and academic institutions with graduate programs in project management. These educators are professors of project management, directors of project management programs, or deans of graduate schools or departments of business, management or information technology. They have agreed to act as advisors to the Managing Editor of PM World Today, to provide a high level review of editorial policies, overall quality, and strategic issues associated with the future of this eJournal. Frank T. Dr. Anbari is Professor of Project Management at the Goodwin College of Professional Studies at Drexel University, Philadelphia, PA. He previously served as a Faculty member and Director of the Project Management Program at The George Washington University, and taught in the graduate and executive development programs at Penn State University, the University of Texas at Dallas, and Drexel University. He developed and taught courses and seminars in project management, quality management, and Six Sigma method, for public sector and private industry organizations globally. Dr. Anbari serves as member of the Editorial Boards of Project Management Journal, International Journal of Project Management, and International Journal of Managing Projects in Business, and as Chair, PMI® Educational Foundation Awards and Scholarships Judges Committee. Erling S. Andersen

Erling S. Andersen is professor of Project Management and Information Systems at BI Norwegian School of Management, Oslo, Norway.  He holds a Master in Economics from University of Oslo. Before joining BI NSM he was Associate professor in economics at University of Oslo and Dean of NKI College of Computer Science and Professor of Information Science at University of Bergen.  He has been a visiting professor to University of Tokyo, Japan and Nanyang Technological University, Singapore.  Professor Andersen has published several books and articles on information technology, systems development, project management and management in general. Founded in 1943, the BI Norwegian School of Management / Handelshøyskolen BI is Norway’s leading academic institution in the core areas of economics, management, strategy, marketing, innovation and entrepreneurship. Rajat Kanti Baisya, PhD, is Professor of Marketing, Strategic Management and International Business and former Head of the Business School at the Indian Institute of Technology, Delhi.  Dr. Baisya is also a Visiting Professor of Strategic Management at the Ecole Nationale des ponts et chaussees (ENPC) International Business School in Paris, France. Prof Baisya obtained his B. Sc. (Honours in chemistry) degree from Calcutta University and his B.Tech, M.Tech, and Ph.D (Engineering) degrees from Jadavpur University. He has served for over twenty eight years in industry, in a variety of senior capacities with large Indian and Multinational corporations. He was President & CEO of Emami Group of companies, Senior Vice President – Business Development of Reckitt & Colman of India Ltd, CEO- International Business of Escorts Ltd, and General Manager (Projects) of Goetze India Ltd, an Indo German joint venture in auto component manufacturing. He is also former General Manager, Corporate Planning, of United Breweries Group; former Project Engineering Manager of Best Foods International, a Unilever company; and former Project Manager at Bisleri India Ltd. He is a consultant to many Indian organizations, including the Airport Authority of India, and overseas (Unisantis Dubai) corporations. Dr. Baisya serves as non-executive member of the board of many companies including Rajasthan Electronics & Instruments Ltd, a public sector undertaking. Prof Baisya is a task force member in the Ministry of Public Sector Enterprises, Government of India. He has over 200 publications and two books to his credit and is a recipient of many awards including the Gardner Award and Dr J.S. Pruthi Award for significant contributions in Industry.  He is a member of the editorial board of several Indian and International journals, including the journal of Scientific & Industrial Research, the International Journal of Project Management, and the International Journal on Asia Entrepreneurship. David Cleland

David I. Cleland, Ph.D., is professor emeritus in the School of Engineering at the University of Pittsburgh, USA.  Dr. Cleland is the author or editor of 39 books on project management, engineering management and manufacturing management; he is the most published author of PM textbooks in the world.  He has served as a consultant for both national and foreign companies, and is co-founder of the University of Pittsburgh’s Manufacturing Assistance Center (MAC), whose mission is to provide manufacturing systems technology assistance to small and mid-sized manufacturers in Western Pennsylvania. A long time member of the Project Management Institute (PMI®), David was named a Fellow of PMI in 1987and has received PMI’s Distinguished Contribution to Project Management Award an unprecedented three times.  PMI established the annual David I. Darren Dalcher, Ph.D. FAPM, FBCS, CITP is Professor of Software Project Management at Middlesex University and Director of the National Centre for Project Management (NCPM) in the UK. He has been named by the Association for Project Management (APM) as one of the top 10 “movers and shapers” in project management in 2008 and was voted Project Magazine’s “Academic of the Year” for his contribution in “integrating and weaving academic work with practice”. Following industrial and consultancy experience in managing IT projects, Professor Dalcher gained his PhD in Software Engineering from King's College, University of London. Professor Dalcher has written over 150 papers and book chapters on project management and software engineering. He is Editor-in-Chief of Software Process Improvement and Practice, an international journal focusing on capability, maturity, growth and improvement. He is the editor of the book series, Advances in Project Management, published by Gower Publishing of a new companion series Fundamentals of Project Management. Heavily involved in a variety of research projects and subjects, Professor Dalcher has built a reputation as leader and innovator in the areas of practice-based education and reflection in project management. Roland Gareis

Roland Gareis, PhD, Dkfm, is professor and head of the project management department, PROJEKTMANAGEMENT GROUP, at the University of Economics and Business Administration in Vienna, Austria.  He is also director of the Professional MBA Program “Project & Process Management” at the university and manager of the research program: Project orientation (international).  He was formerly a visiting professor at the Georgia Institute of Technology and Georgia Statue University in Atlanta, USA; at ETH in Zurich, Switzerland; and at the University of Quebec in Montreal, Canada.  He studied at Vienna Technical University and the University of Economics and Business Administration, receiving his doctorate in 1972.  He was a post-doctoral visiting scholar at the University of California Los Angeles, USA, in 1976. From 1986 – 2002, Roland was chairman of the board of Project Management Austria, the Austrian professional project management association.  In 1990, he organized the IPMA World Congress in Vienna on the topic of “Management by Projects”.  He is the former research director for IPMA and has been involved in various project management research and teaching projects for over 20 years.  Since 1982, Professor Gareis has also owned and managed ROLAND GAREIS CONSULTING, providing project management services to national and international companies throughout Europe.

The Vienna University of Economics and Business Administration (Wu Wien), formerly called the Imperial Export Academy, was established on October 1, 1898, with the aim of imparting knowledge to businessmen engaged in foreign trade. Immediately following World War I, the Academy became a public World Trade University (Hochschule für Welthandel), offering a three-year degree program. The University was renamed again in 1975, this time to Wirtschaftsuniversität Wien (Vienna University of Economics and Business Administration).  Recent reforms, new degree programs with more flexible structures, and revised course regulations make education at WU Wien even more up to date and geared towards the needs of today’s business world. The PROJEKTMANAGEMENT GROUP (PMG) is a department of the Vienna University of Economics and Business Administration since 1994 and offers high quality education and research services in process and project management. The PMG offers a special subject “Project management” for master and bachelor students at the University and cooperates both in education and research with an international network of project-oriented enterprises and universities. Moreover the PMG contributes to the acceptance of the job profile “Project Manager” in Austria. Sebastian Green

Sebastian Green, BA (TCD), MA, PhD (Sussex) is Professor of Management at University College Cork (UCC) in Cork, Ireland, specializing in Strategic Management and Strategic Project Management. He is Head of the Department of Management and Marketing at UCC and was formerly Executive Dean of the Faculty of Commerce. Before coming to UCC he worked in Victoria University of Wellington, New Zealand and at the London Business School. He studied Economics at Trinity College Dublin, and at the University of California, Santa Barbara, and Social Anthropology at Sussex University, UK. Sebastian works with Ed Naughton of the Institute of Project Management, Ireland in the area of project management education and development and is Chairperson of the Academic Forum of the IPMA.  Sebastian is a co-founder of Ochre (www.ochre.ie) which offers organisational development and culture change interventions and seminars. Francis Hartman, PhD, MSc, FEIC, FICE, FCAE, PEng, CEng, is a professor of project and programme management in the Schulich School of Engineering, and an adjunct professor in the Haskayne School of Business, at the University of Calgray in Calgary, Alberta, Canada.  Professor Hartman has over 30 years of experience in industry and government projects and programs valued at over $80 Billion. He is the author or editor of four books and has published over 200 papers and technical articles over the past 15 years. During that period, he has held positions as director of the Project Management Program at the University of Calgary as well as the prestigious NSERC/SSHRC/Industry Research Chair in Project Management. For most of this period he held both positions concurrently. He is currently completing a three-year term in industry as president of QeD, building a leading-edge consulting and training company spun off from his research and related work. QeD has developed new approaches to managing increasingly complex projects in a rapidly changing world, challenging the current techniques. James Joiner is Director of and instructor in the graduate program in project management at the University of Texas at Dallas.  He holds a Bachelor of Science Degree in Commerce and Business Administration with post graduate studies in engineering from the University of Alabama.  Before joining UTD in 1997 to develop and implement the graduate curriculum in project management, Mr. Joiner held various operations, project and training/organization effectiveness managerial positions at Texas Instruments (TI) during the previous 31 years.  He lived as an expatriate for 9 years in Curacao, Brazil, France and England with TI, managed projects in Chile, S.A. and the USA and taught project management and other courses.  He consulted within TI throughout Europe, South America and the Far East.  Jim authored training courses in Failure Mode and Effects Analysis, Leadership, Cycle Time Improvement, Total Quality Management and Project Management in addition to his managerial responsibilities. Jim is currently a member and past Chair of the Global Accreditation Center of PMI. Dean T. Kashiwagi, PhD, PE is a professor at Arizona State University's Del E Webb School of Construction and also the Director of the Performance Based Studies Research Group (PBSRG). PBSRG is the worldwide leader in improving services/project performance and efficiency. Kashiwagi has developed a "hands off" approach to managing contractors or vendors in any industry. His concept is contrary to traditional price-driven procurement. The technology has been tested over 500 times totaling $1.135 Billion ($683M in construction projects and $451 in non-construction projects) with a 98% success rate since 1994. He is the author of the Information Measurement Theory and the best value Performance Information Procurement System (PIPS.) The National Technical University (NTUA) is the oldest and most prestigious educational institution of Greece in the field of technology, and has contributed unceasingly to the country's scientific, technical and economic development since its foundation in 1836. Professor J Rodney Turner, MA, MSc, DPhil (Oxon), BE (Auck), CEng, FIMechE, FAPM, MInstD, is Professor of Project Management at the Kemmy Business School of the University of Limerick and the Lille School of Management.  He is also an Adjunct Professor at the University of Technology Sydney in Australia and Educatis University, Zurich, and Visiting Professor at Henley Management College in the UK and George Washington University, USA.  He studied engineering at Auckland University and did his doctorate at Oxford University, where he was also for two years a post-doctoral research fellow.  He worked for six years for ICI as a mechanical engineer and project manager, on the design, construction and maintenance of heavy process plant, and for three years with Coopers and Lybrand as a management consultant.  Rodney Turner is the author or editor of fourteen books, including The Handbook of Project-based Management, the best selling book published by McGraw-Hill, and the Gower Handbook of Project Management.  He is editor of The International Journal of Project Management, (since May 1993), and has written articles for journals, conferences and magazines.  He lectures on and teaches project management world wide.  From 1991 to 2004, Professor Turner was a member of Council of the UK’s Association for Project Management, with two years as Treasurer and two as Chairman.  He is now a Vice-President.  From 1999 to 2002, he was President and then Chairman of the International Project Management Association, the global federation of national associations in project management, of which APM is the largest member.  He has also helped to establish the Benelux Region of the European Construction Institute as foundation Operations Director.  Rodney is director of several SMEs and a member of the Institute of Directors.  Professor Turner is also a Fellow of the Institution of Mechanical Engineers and of the Association for Project Management (APM).  A citizen of both New Zealand and the UK, Professor Turner lives in Surrey, England.

The Centre for Project Management (CPM) at the University of Limerick is the only centre of its type in Ireland that specialises in the provision of education, research and training in the discipline of project management.  The Centre's Mission is to be a leading National, European and International centre for the advancement, dissemination and application of project management knowledge in the private and public sectors. Professor Hubert Vaughan is a research Fellow at the China Academy of Management Science, a Professor at the Institute of International Engineering Project Management of Tsinghua University, Graduate School of China Academy of Science, Beijing Aeronautic and Astronautic University, and Nankai University teaching Innovation Management, Program Management, Project management, and Software Engineering. Hubert commenced his career in the field of computer technology in early 1972. The last 37 years had served a number of International Organizations including IBM, DEC, Unisys, Tandem, Bell Canada, Andersen Consulting, National Mutual, ANZ Banking Group and Bank of Montreal holding senior management positions in Technology related services. His career covered the five major continents around the world as Director, Assistant Vice President, and Vice President that spanned across software development, professional services, product development, technology consulting, project/program management, strategic planning as well as business development. Apart from his teaching engagements, Hubert is a Member of PMI’s Program Management Credentialing Committee (PgMPCC); a member of the International Society of Professional Innovation Management (ISPIM), a co-founder of First International Innovation Management Alliance (FiiMA), and an Editorial Advisor of e-journal PM World Today/PM Forum. Tsinghua University- Institute of International Engineering Project Managementt (IIEPM)

The Institute of International Engineering Project Management (IIEPM) at Tsinghua University in Beijing, China, was founded on Nov. 9, 2001. It provides engineering management research, consulting service to governmental bodies and corporations.
