US DoD Earned Value Management

The US Department of Defense web page on Earned Value Management is the site for earned value and performance management as applied by the DoD and industry with links to other sites, including international Web site pages.

Select [What's New and Policy] and you can download the new "Industry Standard Guidelines for Earned Value Management Systems" that was approved by industry associations on August 8, 1996 and the new "Earned Value Management Implementation Guide" published December 11, 1996 by the Department of Defense. The Site has information on initiatives designed to inject Program Management principles and Earned Value Management techniques into all US Federal Government agencies.

Canadian Cost/Schedule Performance Management Standard

The Canadian General Standards Board (CGSB) Cost/Schedule Performance Management Standard (C/SPMS) is aimed at improving the effectiveness of the cost, schedule and technical performance management of major and other high-profile Canadian Government projects. The core of the performance management standard is the "earned value" concept, which links the scope, schedule and budget to that progress measurement compares with and compares the "work performed" against with the budget planned for that work.

A copy of the standard can be obtained from the Canadian General Standards Board (CGSB, Document No. CGSB 187.1-93 November1993).

Canadian Project Performance Management Standard

A Project Performance Management Standard (PPMS) is being developed by a Canadian joint Industry/Government working group in response to a need for a simpler and more flexible version of the Cost/Schedule Performance Management Standard (CGSB 187.1-93), which has been implemented for certain Major Crown Projects of the Canadian Government.

One implication of use of PPM Standard is coverage of the United States Department of Defense Cost/Schedule Status Report (C/SSR), and related Australian government requirements. Additionally this Standard could become the basis for a common, international standard for a wide range of medium-risk projects.
