Introducing the AACEi Competency-Based Portfolio Program and Project Management Credential - The C3PMh

Over the past several years, ad hoc discussions have been held about the possibility of moving the Association for the Advancement of Cost Engineering International (AACEi) www.aacei.org into the world of portfolio, program and project management.  With a well established base of project controls and project management office experts, AACEi now has a targeted constituency of any organization that requires a capital budgeting process through which to fund programs and projects.

Manager Ethics - Another Look

One of the dictionary definitions of ethics is that it is “The rules or standards of conduct governing the members of a profession”.  Roget’s Thesaurus, a comprehensive book of synonyms offers several words and phrases that have the same meaning as ethics such as morals; rule of what is proper or fitting; standards; moral principles; code of morals; and a morals system. 

Ethics in the workplace refers to rules and standards governing the conduct of organizational members.  There have been all too many situations in which the conduct of managers has been contrary to ethical behavior

David Cleland

David I. Cleland, PhD


David I. Cleland, Ph.D., is professor emeritus in the School of Engineering at the University of Pittsburgh, USA.  Dr. Cleland is the author or editor of 36 books on project management and engineering management and is the most published author of PM textbooks in the world.  He has served as a consultant for both national and foreign companies, and is co-founder of the University of Pittsburgh’s Manufacturing Assistance Center (MAC), whose mission is to provide manufacturing systems technology assistance to small and mid-sized manufacturers in Western Pennsylvania. A long time member of the Project Management Institute (PMI®), David was named a Fellow of PMI in 1987and has received PMI’s Distinguished Contribution to Project Management Award three times.  PMI established the annual David I. Cleland Excellence in Project Management Literature Award in 1997 in his honor.  Dr. Cleland has a Ph.D. from Ohio State University, and MBA and MA degrees from the University of Pittsburgh in the USA.  He is very well known in the global PM professional community.

Professor Roland Gareis, PhD

Professor Roland Gareis, PhD

Professor Roland Gareis, Ph.D., is a university professor for project management at the PROJEKTMANAGEMENT GROUP, the University of Economics and Business Administration, Vienna, Austria and director of the university programme “International Project Management”. From 1986–2002 he was chairman of the board of the project management association Project Management Austria. In 1990 he organized the IPMA world congress on the topic “Management by Projects” in Vienna. Dr. Gareis is a former research director of the International Project Management Association IPMA, and has conducted extensive research on the subjects of “management by projects” and “project oriented society”. He studied at the University of Economics and Business Administration, Vienna, and habilitated at the University of Technology, Vienna. He was also a professor at the Georgia Institute of Technology, Atlanta, a visiting professor at the ETH, Zurich, at the Georgia State University, Atlanta and at the University of Quebec, Montreal. Roland Gareis was born in Vienna in 1948. He has two children with his wife Haldis: Luisa and Lorenz. Once a professional soccer player, today he plays tennis and goes skiing when not teaching, researching or consulting on project management.

Where Did Term “Stakeholder” Come From?

In September of 2006, US Deputy Secretary of State Robert Zoelick used the word “stakeholder” when speaking about US/China relations.  The Chinese language does not have a corollary word for “stakeholder” and the use of the word led to quite a fuss. The US State Department suggested a Chinese phrase meaning “participants with related interests”.   

The term stakeholder has come into common useage by the end of the last century, but where did the word come from?  One possible source is the person who holds the money or stakes in a bet.  Another possibility is in mining prospecting where you drive stakes into the fours corners of the property you want to claim.

Robert Youker

Robert Youker is an independent trainer and consultant in Project Management with more than thirty-five years of experience in the field. Mr. Youker is a graduate of Colgate University and the Harvard Business School, and has studied for a doctorate in behavioral science at George Washington University. His project management experience includes new product development at Xerox Corporation and project management consulting for many companies as President of Planalog Management Systems from 1968 to 1975. He is retired from the World Bank where he developed and presented Project Management courses in Washington DC as well as in Africa, China, Pakistan, The Philippines, Turkey and Iraq.  Most recently he was the author of the Instructor’s Resource Kit on The Implementation of Development Projects on CD ROM, released by the World Bank in 2006.
